"Measuring non-economic outcomes of research has been considered particularly difficult. The dominant concept in evaluation practice is linear, but more contextual models - especially policy networks and notions of enlightment or shifting the terms of debate - show more promise. Knowledge utilization studies show a normative orientation, asking how to reduce the gap between knowledge and practice."
